A talented communicator- Chris pulls from psychology, business, history, and research to engage audiences and help challenge the way they think. Chris does this with a lot of humor and some very straight talk. When Chris isn’t teaching, writing or coaching, he loves to support his three sons with their music and basketball. He also enjoys spending time with his wife Abby of 25 years exploring the city of Richmond or traveling to the fun far away places. Chris loves football, soccer, reading and cooking.

A veteran Virginia banker whose compliance focus centers on the loan side and the many components of Fair Lending, Margaret Dolinger’s ability to analyze credit data, operational processes, branch performance and support fraud investigation research positions her strategically well in the TCA compliance support spectrum. Assigned to TCA’s East Coast regional office in Sykesville, MD but operating from Charlottesville, VA, she primarily assists TCA client banks in the Mid‐Atlantic states, although her extensive banking credentials have led to TCA compliance assignments throughout the country. Prior to joining TCA in 2015, Margaret was a senior auditor I at Union Bank & Trust, in Ruther Glen, VA. Earlier she held a similar position at Virginia Financial Group, which became StellarOne Bank and was acquired in 2014 by Union Bankshares Corp., the Richmond, VA‐based holding company for Union Bank & Trust. She has also has held credit analyst, mortgage quality control and escrow positions – all with a Fair Lending overtone – at banks, mortgage companies and title companies in Virginia. Margaret received her CRCM (Certified Regulatory Compliance Manager) certification in 2014. Outside of work, she is heavily involved in the soccer community with focus on young and special needs soccer players. Other interests include cooking and park adventures. Finally, Margaret is a Star Wars and Marvel geek.

As a loan officer on Live Oak’s small business lending team, Alex joined the bank in 2017. In his current role, Alex specializes in assisting entrepreneurs with their financing needs, such as business acquisitions and expansions. Throughout his career at Live Oak, Alex has worked in a variety of roles across the bank, including as an analyst and underwriter for the small business lending team, as well as supporting business acquisitions, real estate acquisitions and partner buyout transactions across a wide variety of industries. Perry M. Hickman started his federal career with USDA Rural Development in April 2008 and has primarily worked in Virginia’s Community Programs Division, helping rural municipalities, non-profit corporations and Tribal entities obtain financial assistance to enhance their ability to provide essential services. Mr. Hickman’s work with the Community Facilities Program later took him to the Rural Development national office in Washington, D.C., where he served as a senior loan specialist and planned numerous partnership events with commercial lenders and private sector partners. Hickman later returned to the state office in Richmond to manage a $750 million portfolio as the Virginia Community Programs Director and was appointed State Director in March of 2022.

Don Jacubec has 30 years of commercial banking experience and over the span of his career has enjoyed working with a variety of businesses including government contractors, trade contactors, C&I, medical practices and commercial investment real estate. Startup companies have also been an interest of his and, at one time, he specialized in medical practice lending and worked with several clients that were able to grow their practices to $25 Million or more. Additionally, he has also worked with clients that required SBA 7a and 504 loans for business expansions, purchases, and startup businesses. Don joined VSBFA for almost two years working with banks, community development financing institutions and directly with small business clients deploying several of our programs.

DeMarion Johnston serves as the General Counsel of the Virginia Bankers Association where she provides legal representation to the Association and its subsidiaries. Prior to joining the VBA, she served as Associate General Counsel in the Office of General Counsel of the Virginia State Corporation Commission advising and representing the Commission and its divisions, primarily the Bureau of Financial Institutions and Bureau of Insurance. She has also worked for a federal banking regulator and in the private practice of law. Loutskina’s research have addressed topics in consumer finance, mortgage markets, small business lending and regulation of financial intermediaries. Her work has been published in the top academic journals and presented at the Federal Reserve Bank, Federal Reserve Board, International Monetary Fund, European Central Bank and Banque de France. She was a visiting scholar at the Federal Reserve Bank of Cleveland, ECB, and Office of Financial Research, among others. Her research has been cited in the Financial Times, as well as received Best Paper Awards and a number of grants, including from Kauffman Foundation and from Banque de France. She is an award-winning educator and Visting Scholar at a number of global institutions.

During Rob’s more than 30 years of experience in the financial services industry, including 15 years at Wells Fargo, he has held various strategic leadership roles in finance, servicing, fair lending, pricing strategy, business intelligence, and delivery innovation. Since 2014, Rob has been consulting with financial institution leaders to help them better manage credit risk and institution profitability using intelligence gathered leveraging intuitive loan and deposit pricing models, funding strategies, and stress testing techniques. Rob is a frequent instructor/speaker for the Federal Home Loan Banks, Financial Managers Society, and many state associations, and he is on the faculty of the Graduate School of Banking at the University of Wisconsin-Madison. Ryan currently serves as the Chief Economist for Virginia REALTORS®, Virginia’s largest trade association. Prior to joining Virginia REALTORS®, he served as the President of research consulting firm LSA Planning, as an Urban Planner for the City of Alexandria, as a researcher at the Center for Regional Analysis at George Mason University, and as a Financial Analyst at Freddie Mac. Ryan received a master’s degree in urban and regional planning from Virginia Tech, and a bachelor’s degree in finance from James Madison University.
